Model Contract Language

Adding language to your collective bargaining agreements is an important strategy to advance career development and training opportunities for our members. Joint Labor-Management Workforce Development Committee:
This language is intended for affiliates who are trying to build workforce training language into their collective bargaining agreement for the first time. It creates a joint labor-management committee focused on identifying positions with high vacancy rates, the skills needed for those positions and strategies to fill those positions. It also creates job development assignments that help individuals develop the skills needed for a promotion.  
 
Professional Development Training and Education Benefit:
This language sets up a professional development and training benefit that reimburses union members for the cost of attending a program. It establishes a joint labor-management committee and addresses the key elements that are needed, including who is eligible, how they apply, who approves, what is covered and how the individual receives the reimbursement. Section 2(a) establishes the total amount available for the year, and Section 2(b) sets the maximum amount available to each individual union member. Both amounts are subject to negotiations.  
 
Career Advancement Programs:
This language sets up a comprehensive career advancement program that includes career advising and members’ cost-free access to training programs to help them develop the skills and knowledge required for prioritized titles.
